Abstract

Academic credential verification remains slow, fragmented, and vulnerable to fraud across global education systems. This research examines how block chain architecture can build trust within open learning ecosystems. The study addresses growing reliance on multiple institutions, online platforms, and cross-border learning pathways. Using qualitative, doctrinal, and document analysis, this research examined scholarly literature, regulations, and institutional policies. The aim was proposing an architecture linking technical infrastructure with institutional governance structures. Findings confirm block chain supports decentralized, tamper-resistant verification while revealing persistent governance and interoperability challenges. Security testing showed strong resistance against unauthorized credential alteration, reinforcing institutional confidence significantly. However, governance frameworks and platform compatibility remain essential alongside technical infrastructure for lasting trust. This research recommends coordinated governance standards, shared technical protocols, and phased institutional adoption strategies. Policymakers and institutions should treat block chain as foundational infrastructure rather than experimental technology. Future research should test this architecture across institutions with varying resources and regulatory environments.
