IRSHAD JOURNALS was established in 2023 and is an academic publishing organization dedicated to the dissemination of high-quality scholarly research across law, technology, social sciences, and related interdisciplinary fields. The Publisher supports the publication and international dissemination of peer-reviewed academic journals and seeks to facilitate the responsible exchange of scholarly knowledge among researchers, academics, legal practitioners, policymakers, and other members of the research community.

IRSHAD JOURNALS is registered with the Securities and Exchange Commission of Pakistan (SECP) as (SMC-Private) Limited under CUI No. 0236701. The Publisher publishes the following academic journals: the Uzbek Journal of Law and Digital Policy, the International Journal of Cyber Law, and the International Journal of Law and Policy.

A. Role of the Publisher

IRSHAD JOURNALS provides the institutional, technical, and publishing infrastructure necessary for the effective publication and dissemination of its journals. The Publisher is responsible for supporting the Journal’s publication systems, maintaining journal websites and online submission platforms, facilitating the production and online publication of accepted manuscripts, assigning and maintaining article-level metadata and persistent identifiers where applicable, and supporting the long-term accessibility and discoverability of published content.

The Publisher is committed to maintaining transparent and responsible publishing practices. It supports the implementation of the Journal’s policies concerning publication ethics, Plagiarism, Peer Review, Copyright, Open Access, Privacy, corrections, and other aspects of scholarly publishing. These policies are made publicly available to authors, reviewers, editors, and readers.

B. Editorial Independence

The Publisher respects the editorial independence of each journal. Decisions concerning the acceptance, revision, rejection, or publication of manuscripts are made by the Editor-in-Chief, Section Editors, and Editorial Board in accordance with the Journal's editorial policies and Peer-Review procedures.

The Publisher does not interfere with editorial decisions on the basis of commercial interests, institutional relationships, personal interests, political considerations, or other non-scholarly factors. Editorial decisions shall be based on the scholarly quality, originality, relevance, methodological soundness, and ethical compliance of submitted manuscripts.

C. Publishing Standards and Integrity

IRSHAD JOURNALS is committed to maintaining publishing standards consistent with the guidelines of the Committee on Publication Ethics (COPE) and other internationally recognized bodies in scholarly publishing. The Publisher expects authors, editors, reviewers, and other participants in the publication process to comply with the applicable ethical and editorial requirements of each journal.

Where allegations of Plagiarism, authorship disputes, duplicate publication, or other forms of publication misconduct arise, the relevant journal shall follow its established policies and procedures for investigation and appropriate editorial action.

The Publisher also supports the correction and maintenance of the published scholarly record where errors or publication misconduct are identified. Appropriate measures may include corrections, retractions, removal of content where justified or other actions provided for under the relevant Journal policies.

D. Accessibility and Dissemination

The Publisher seeks to make scholarly research broadly accessible through digital publication and online dissemination. The Journal’s published content, bibliographic information, author information, and applicable publishing policies are made available through the Journal’s official online platforms.

The Publisher is committed to improving the discoverability and international visibility of published research through accurate metadata, appropriate indexing and abstracting services, persistent identifiers, and responsible digital dissemination.

E. Commitment to the Research Community

IRSHAD JOURNALS seeks to provide authors and readers with a reliable and transparent scholarly publishing environment. The Publisher supports the international exchange of legal and interdisciplinary scholarship and encourages research that contributes to the development of legal knowledge, public policy, technological governance, and society.
