Article Processing Charge
Publication Charges and Waiver Policy
The Uzbek Journal of Law and Digital Policy (UJLDP) publishes scholarly articles through an open-access model. To support the costs associated with editorial administration, manuscript processing, publication, online hosting, DOI registration, and other publishing services, the Journal applies the charges set out in this Policy.
All publication charges are administered transparently and separately from the Journal’s editorial and peer-review processes. The payment of any fee does not influence the evaluation, peer review, acceptance, rejection, or editorial treatment of a manuscript.
A. Article Processing Charge (APC)
UJLDP charges an Article Processing Charge (APC) of "250,000 so'm" for each manuscript accepted for publication.
The APC is payable only after the manuscript has successfully completed the Journal’s editorial and Peer-Review process and has received a final decision of acceptance for publication. Authors are not required to pay the APC at the time of initial submission or during peer review.
The APC supports the costs associated with the publication and administration of accepted articles.
B. Manuscript Editing Services Payment
Where additional editorial or manuscript editing services are required or requested, UJLDP may apply a Manuscript Editing Services Payment (MESP) of "250,000 so'm".
The MESP shall be communicated to the author before the service is provided and shall not be charged without prior notice.
The application or waiver of an MESP does not affect the independence of editorial decisions or the outcome of peer review.
C. Waivers and Discounts
UJLDP may consider requests for a full or partial waiver or discount of applicable publication charges in appropriate circumstances.
Requests may be considered for student authors, early-career researchers, and authors who demonstrate financial hardship or other circumstances that justify consideration of a waiver.
Waiver requests shall be assessed on a case-by-case basis in accordance with the Journal’s applicable procedures. A waiver decision shall not influence the editorial evaluation, peer-review process, or publication decision concerning a manuscript.
Where appropriate, the Manuscript Editing Services Payment (MESP) may be waived where the submitted manuscript meets the Journal’s language, formatting, and editorial requirements and no additional editing service is required.
D. Disclosure of Charges
Authors are encouraged to review the applicable publication charges before submitting a manuscript to UJLDP.
The Journal shall make its APC, any additional applicable charges, and the principal conditions governing waivers publicly available through its official website.
Any charge not expressly specified in this Policy shall not be imposed on an author.
E. Payment Procedure
Payment shall be requested only after the author has been notified that the manuscript has been accepted for publication and the applicable charges have been communicated.
Payment may be made through the payment method or bank transfer method specified in the Letter of Acceptance and Invoice issued by the Journal.
Authors are responsible for providing accurate payment information and for ensuring that payment is made in accordance with the instructions provided by the Journal.
F. Taxes and Bank Charges
Where a tax, including Value-Added Tax (VAT) or another legally applicable tax, is payable in connection with a publication charge, the applicable amount shall be disclosed to the author before payment is requested in the Letter of Acceptance and Invoice.
Any bank transfer, intermediary bank, currency conversion, or similar transaction charges imposed by the author’s financial institution or payment service provider shall be borne by the author unless otherwise stated by the Journal.
G. Refund Policy
Publication charges are ordinarily non-refundable once the manuscript has been published.
Where a payment has been made in error, duplicated, or incorrectly processed, the author may notify the Journal promptly and request a review of the payment.
Any refund request arising before publication shall be considered in light of the services already provided, administrative costs incurred, and the circumstances of the request.
Where publication cannot proceed because of an error attributable solely to the Journal after payment has been received, the Journal may review the circumstances and determine an appropriate remedy, including a refund of up to 70% of the amount paid, where justified.
H. Editorial Independence
The Journal’s editorial decisions are made independently of financial considerations.
Payment of an APC, MESP, or any other applicable charge does not guarantee acceptance or publication. Likewise, a request for a waiver or discount shall not adversely affect the consideration of a manuscript.
A manuscript shall be assessed according to its scholarly quality, originality, relevance, methodological and analytical soundness, and compliance with the Journal’s applicable editorial and publication requirements.
I. Policy Review
UJLDP may review and revise its publication charges from time to time. Any revised charges shall be published on the Journal’s official website.
Unless otherwise expressly stated, the charges applicable to a manuscript shall be those communicated to the author in accordance with the Journal’s applicable procedures.
